    "content": "have federal systems, like the United States of America (USA) have own-source revenue as their mainstay. What is shared from the national Treasury is a bonus and surplus that assists in meeting needs that own-source revenue does not help to generate. We should take a leap into the direction proposed by Sen. (Dr.) Zani by ensuring that devolution is founded upon own-source revenue. We have already seen the vitriolic language that is being employed by the ‘money house,’ the National Assembly, who feel that the county governments should not be funded. That is tragic and sad. What makes it even sadder is the fact that county governments are unable to generate own-source revenue so that they can stand on their feet and fund themselves. This proposition is important. If they can generate as much revenue as they require and use it well, then the desperation and dependency on revenue from the national quarters will be minimized. Consequently, the national quarters will come to supplement matters that are important and crosscutting in counties, and which run from one county to another."
