    "content": "Thank you, Mr. Speaker, Sir. I join my colleagues in congratulating Sen. Halake for bringing this very noble Statement. The issue of punishing people who have already served a prison term is something we need to look into. This is what our legal friends call double jeopardy. It is unfair for somebody who has already served in prison and is coming out not to access services from the Government or employment opportunities just because he or she has been denied a certificate of good conduct."
