    "content": "Madam Temporary Speaker, the Committee derives its mandate from Article 113 of the Constitution of Kenya, the National Assembly Standing Order No.149 and Senate Standing Order No. 61. The Committee was established to develop a version of The Land Value Index Laws (Amendment) Bill (National Assembly Bill No.2 of 2018) that would be presented to both Houses for approval, as provided for under the National Assembly Standing Order No.149(6) and the Senate Standing Order No.161(3). The National Assembly through the Departmental Committee on Lands considered the Bill, passed it and sent it to the Senate. When it came to the Senate, the Bill was committed to the Committee on Land, Environment and Natural Resources."
