    "content": "We are very much aware of this, and Sen. Malalah is a witness to this because it has happened in Kakamega, in my county and many other counties in the country where young people have committed suicide because they spent all the money they were given for school fees to bet and are unable to continue with their education since they cannot pay their school fees. Some who have been addicted to betting are even stealing money from their parents to go and bet on Saturdays and Sundays. So, it cuts both ways; while we must protect businesses that do their job and do it well, we must also provide a standard legal framework that is respectable and can be able to identify and provide for protection for young people who are under 18 years so that they do not become addicts of gambling. This includes those who are above 18 years, so that they can be rehabilitated should they be addicted to gambling. Mr. Deputy Speaker, Sir, it is shameful that, as the Senate and National Assembly, we have not been able to do something in this area until you saw one of the Members of Parliament in the House of Commons raising that issue in Britain. It puts us to shame that somebody in Britain had to raise the issue and defend Kenyan citizens when we should have been able to do so ourselves. The last statement I want to put across is that we do not want to live in a country that public policy and enforcement of the law depends on the Cabinet Secretary sitting in the office, so that when he wakes up in the morning and says that I do not like Sen. Judy Pareno, I like Sen. Cherargei, he just makes his decision there and says; Sen. Cherargei can do business and Sen. Judy Pareno can be locked out of business. We do not want a country that is dependent on the wishes of one individual. We gave ourselves a Constitution and said that we are a country that is going to be governed by the rule of law so that we do not wake up one morning and say that these businesses will continue.
