    "content": "I would like to inform the House that we have a proposed legislation on betting because the current laws are almost archaic. They were there long time before we had all the technology and before betting had gotten to where it is today. We have a Bill before our Committee that is concerned with issues of betting in this current dispensation. That is a concurrent function of both the national and county governments but the place of county governments has not been established."
