    "content": "Mr. Deputy Speaker, Sir, I am the one who advised the petitioners to come up with this petition. I did not want to participate in person, because of potential conflict of interest issues, since I am handling some other matters related to this petition. There are several instances where some officials in that Ministry are delaying and are even refusing. I, therefore, thought that it is an administrative issue which this Senate, through its relevant Committee as correctly interpreted by your message, can intervene and cause the hastening of that process."
