    "content": "Once the system is developed centrally, other stakeholders, for example, the Auditor-General, who audits all counties--- If there is a centralized system, developed in the same manner, it makes the audit process easier. They do not have to learn. Especially, if you allow them to have their own system, it means that they will be developing systems year in, year out. In terms of audit trail and the efficiency of the Auditor-General, one centralized system that is customized to the needs of specific counties is a good thing. In terms of the Bill recommending that funds be withheld, I agree with Sen. (Eng.) Mahamud. Mr. Temporary Speaker, Sir, this Bill also recommends that funds be withheld. I agree with Sen. (Eng.) Mahamud regarding supervision by the Senate. We can always say: let the counties have a system and put it in the law. However, if there is nothing that stops them from not taking care of that, then they will just continue with the status quo, and there will be no change. So, they will not be compelled to develop the system."
