    "content": "Sen. M. Kajwang' referred to the Local Authority Integrated Financial Operations Management System (LAIFORMS). Some of the current systems are extremely opaque. They are not transparent because we never get to know how much money is collected by those who operate the systems. Therefore, it is easy to conclude that money has been stolen. That is the mischief that this amendment Bill seeks to cure; to ensure that we have a transparent, efficient, effective, verifiable, secure and accountable system."
