    "content": "I think there is so much that you can gain out of these simple amendments. Initially, when I looked at the amendment of the PFM Act, I asked myself what was going on. I almost questioned Sen. (Dr.) Zani until I went to the Bill itself and saw that it was seeking to make it better for everybody. Those who are willing to function can do so efficiently under this amendment. Those who want to continue with mischief will find it very difficult to implement these amendments."
