"content": "The other problem which is associated with the KP is within the public domain, where consumer protection agencies in this country are not very active, unlike in developed economies. We, therefore, need to have forensic audit on the KP in order to unearth the magnitude of the rot in this company. We are also aware that the procurement laws were put in place sometimes in the last 10 years. However, it is again within public domain that the transformers which were procured at that time were defective. That is why we are usually given a raw deal in the supply of power, which is not constant. Any time there is default in payment for power consumed, the KP using their ‘Rabbit Response Unit,’ are known to rush in to disconnect the power. However, they do not exhibit the same efficiency to ameliorate the customers cry during blackouts. Lastly, they are known to collude with certain customers to freeze the KP. In summary, Mr. Speaker, Sir, there is a problem with company. It is high time that the relevant Committee – in which Sen. Ochillo-Ayacko, among others sits in – need to come up with a comprehensive analysis as to the problems and also the way forward. Mr. Speaker, Sir, we are saying that it is a requirement under the National Environmental Management Authority (NEMA) regime that people doing construction are supposed to put up solar systems. That way they will be in a position to fight the deficit in the KP."
