"content": "Mr. Speaker, Sir, it is not very clear who owns the imported transformers that my brother, Sen. (Dr.) Kabaka, talked about. Do they belong to the Kenya Electricity Transmission Company (KETRACO), the KP or the Rural Electrification Authority and Renewable Energy Corporation? There are so many agencies operating around the KP, and it is in the best interest of power consumers to know where to take the blame when it arises. Initially, there was what was called the Independent Power Producers (IPPs), who operated in the country for a few years. However, they were also found to have been fleecing consumers in a way. Maybe it is time that this country needs to have a conversation around the issue of establishing new plants---"
