    "content": "Mr. Speaker, Sir, I wish to convey my heartfelt congratulations to Sen. (Rev.) Waqo, on her election. The major milestone for the Senate under the Twelfth Parliament is that Sen. (Rev.) Waqo became the first female Chairperson of a Standing Committee in the current Senate; and the second one following the re-introduction of the Senate in 2013. As the Senate may be aware, nominated Sen. Mvita Mshenga was the first female Senator to be elected as a Chairperson of a Committee in the Senate, during the Eleventh Parliament. She was elected as the Chairperson of the Committee on Delegated Legislation. Therefore, Sen. (Rev.) Waqo is still the first female Senator to be nominated in a Standing Committee, because the other one is a Sessional Committee."
