"content": "The President will not be allowed to sign the warrants because that would lead to a constitutional crisis. When there is no proper appropriation in the United States of America, even the President cannot do anything. He will just go home and wait for things to be regularised. That is how the rule of law works. Therefore, what this Senate has done will be remembered a 100 years later. It may not be important now and some people may think that we were just talking today. There are countries where even the Chief Justices have walked in the streets to show that nobody can play around with the judiciary and they have been proven right. I like former President Kibaki because he had a way of saying very complicated things in a simple way. Allow me to say something that Mwalimu Nyerere used to say in Kiswahili. I want to quote him because I do not want to change the language that he used. He used to say that:"
