    "content": "forgotten. They also took an oath but now they want to sideline and overlook Kenyans. That is very unfortunate. They have failed to see the point and insist that counties do not deserve that amount of money. They seem to be deliberately and conveniently forgetting. They fail to understand the Constitution and see the whole point why the Constitution was structured in the manner it is. That is a demonstration of mediocrity that Kenyans do not need. Kenyans are suffering and need the money. That is why money should go to the counties because all critical elements have been devolved. I support this Motion and look forward to debating the Bill. I thank you."
