    "content": "In addition, the office of the Ombudsman is supposed to enhance capacity building to Government institutions. No wonder, we have capacity gaps when it comes to provision of services in our counties. With this Bill, counties will be protected and their capacities built to enhance service delivery to our people. With the passage of this Bill, capacities of the counties will be built and mechanisms for alternative dispute resolution put in place. Marginalised groups will also access fair and justice services on time."
