    "content": "Mr. Temporary Chairperson, I beg to move:- THAT, clause 38 of the Bill be amended— (a) by deleting paragraph (a) and substituting therefor the following new paragraph— (a) subsection (1) and substituting therefor the following new subsection- (1) The person in charge or a mental health practitioner in charge of any patient shall submit all letters written by the patient to the recipients as soon as practicable after such letters come to their notice. (b) by inserting the following new paragraph immediately after paragraph (a)— (aa) subsection (2); (c) by deleting paragraph (b) and substituting therefor the following new paragraph— (b) subsection (3)."
