However, it is very worrying when you hear that allocations for certain regions are being reduced arbitrarily from Nairobi. How prepared is the Assistant Minister and his Ministry in terms of implementing the new Constitution which makes it mandatory for resources to be allocated to regions? What ground preparations have been put in place? Even from my own area, we complain a lot. We have been told before that money has been allocated, but it never reaches the ground. I am asking this because the new budget cycle has commenced. What preparation is the Assistant Minister putting in place to ensure that the necessary percentages reach the ground?"
