    "content": "of that person; (b) where the person with mental illness has not appointed a supporter, the representative of the person with mental illness, (c) where the person with mental illness is a minor, the guardian of the minor. (3) Where the persons specified under subsection (2) are unable or unwilling to lodge a complaint on behalf of the person with mental illness, any other person may lodge the complaint on behalf of the person with mental illness. (4) The Authority shall hear and determine the complaint lodged under subsection (1) or (2) within six months and report its findings to the complainant. (4) Where the complainant is dissatisfied with the decision of the Authority under this section, the complainant may appeal to the High Court."
