    "content": "We have also witnessed a lot of inefficiencies in technologies being used in the counties. Systems used in the counties include the Integrated Financial Management Information System (IFMIS) which has serious problems. It was interesting when the architect of the IFMIS, who now heads a county government, called for the resignation of the IFMIS Director. There is also the Integrated Payroll and Personnel Database (IPPD) that is used for personnel management, Local Authority Integrated Financial Operation Management System (LAIFOMS) that is used to recognise own source revenue, G-Pay and other revenue collection systems. The problem is that all these systems are not integrated. Officers who operate them do not talk to each, they are extremely highly priced and the commission models favor vendors."
