I believe that this war against corruption will never be won if all that we hope for is that we catch and punish the thief. We need to build walls that no thieve can go across; and that is why we have these kind of laws. In the country, the emphasis is on catching the thief. However, the thieves that are being caught are one or two per cent of those who are robbing the national Treasury and county treasuries."
