By the time he came back, I had already given the chance to another Member. At the time he walked out, I had informed him that he was next, because he was on top of the list. Even though he is still senior, he had pressed the button earlier and was on top of the list. He, therefore, lost his chance when he walked out and came in when Sen. (Dr.) Langat had already been asked to speak. Had he waited, he would have been next to speak. I do not understand what the complaint is all about. At the time the chance came, he had walked out of the Chamber."
