(i) What has caused delays in the construction of Rachuonyo Technical Training Institute in Kasipul Constituency? (ii) Are there any measures in place to ensure that the said institute is completed on time for the benefit of the people of Kasipul Constituency and Kenya as a whole? I thank you."
