    "content": "There is an issue that has been raised by some of my colleagues on the delays. This is a 1992 issue. It is a case that goes back over 25 years. Sometimes, one worries that even as allotment letters are being done, who is going to get the letters? Are we actually talking about the same people who were supposed to get the land in 1992? This should also serve as an indictment to Government. Sometimes delays in executing a decision from the time it is made ends up causing more harm than good. If this had been done immediately it was determined, we would not have the situation like we have now of four groups laying claim to the land.
