    "content": "The Chairman has already said that the Italians will be paying US$250,000 per year and any third party who will use the facility will pay US$50,000 every five years. Then there is compensation for land. There are also other things like personnel and equipment. The Italians will bring in equipment and personnel without necessarily indicating that they are for that particular facility. It is very clear in the Agreement that they will provide the Kenyan Government with particulars of non-Kenyan personnel operating in Kenya at the Centre and a list of all equipment destined for the Centre prior to their entry into the country."
