    "content": " Mr. Temporary Deputy Speaker, Sir, let me thank hon. Kilimo. This is a Motion by a departmental Committee that has been raised for discussion. I rose to debate it as a Member of Parliament for Turkana South. I do not sit in Cabinet. If there are issues that I need to bring out, this is the House where I should be bringing them up, despite the fact that I am part of Government. I think I should be listened to and I should be able to lay it down. It is also important for Government, whether we are Government or not, for self criticisms."
