    "content": "Mr. Temporary Deputy Speaker, Sir, I rise to support this Report and say that actually, the recommendations are inadequate. It is time we had a clearer strategy to deal with this issue. Come next Friday, 27th August, 2010, a new Constitution guaranteeing personal security to Kenyans, that is, right to water, food, and so on, will be in place. The mass of one million, two million, or three million Kenyans in these areas will not be guaranteed if we continue to allow these intercommunity feuds."
