    "content": "Over the periods, leaders have been brought up under this system where you are a hero if you can go and collect 1,000 animals across the border. Up to now, a number of those leaders, at national level, have not been able to remove that feeling of heroism by damaging the other community next door. We need a very comprehensive policy to deal with that inter-community rivalry over resources and food. It is time that we had a taskforce that can assign adequate resources to address this issue. What has been recommended in this report is really curative. We should get a police post, return those animals and appoint chiefs. We have been doing those things for the last 50 years in those regions and yet, they have had no impact. It is time we went down to the roots of the attitudes that continue to perpetuate those rivalries. As we are talking now, even Ministers like me forget that they are Ministers of the National Government of the Republic of Kenya.
