    "content": "(1) Organize a national level conference involving all county governments on assessment of the state of infrastructure financing and the implementation status. (2) Table all pending reports before the Committee. (3) Undertake project inspection visits to Isiolo, Samburu, Kakamega, Kisumu and Marsabit counties, respectively. (4) Undertake an assessment of the Standard Gauge Railway (SGR) Phase 2 and a follow-up on compensation of affected persons and the rehabilitation of the Nairobi Commuter Railway System. On this one, this House and Kenyans know that the promises have been made that we will have a functional mass rapid transport system within no time to ease the traffic congestion that has bedeviled and cost us loss of billions of shillings every year. It could be dealt with if the Nairobi Metropolitan Area Transport Authority (NaMATA) does what it is supposed to do according to the authority given to it. We intend to pursue this to ensure that this work is done. We will not just have red lines drawn on highways and, at the end of the day, they are not functional or useful, but just mere window-dressing. (5) Lastly, we intend to interact with counterpart committees of the Council of Governors (CoG) and county assemblies on various emerging issues. Mr. Temporary Speaker, Sir, I beg to table."
