    "content": "As we talk about contractors, upfront payment to them before the job is done should not arise. In fact, audit reports should show a staggered kind of payment so that if the contractors did something at the base level, they are paid at the base level. If they continue to the next level, they are then paid at that level. Consequently, when they complete the project, they are then given the optimal payment. However, the issue of contractors being given the optimal payment before they even complete the work is unfair to Kenyans, this nation and county governments. That should not happen in our counties."
