    "content": "Mr. Temporary Speaker, Sir, I would also like to mention that in the recent past, we have celebrated certain court rulings but there are others that have had the effect of shuttling county assemblies. For example, many assemblies are incapable of concluding the process of impeachment of County Executive Committee (CEC) members, thanks to a court ruling that then placed the decision of the assembly at the whims and mercy of Governors. If county assemblies cannot deal with CECs, who are involved in all sorts of misadventures, then it clips their role in oversight."
