Further, in specific counties such as Nairobi, Machakos, Garissa, Kisumu, Wajir, Baringo, Narok, Nakuru and Nyamira staff salaries consumed in excess of 75 per cent of total expenditure over and above the set limit of 35 per cent. This is provided by Regulation 25 of the Public Finance Management (PFM) Act, County Governments’ Regulations, 2018."
