    "content": "Mr. Temporary Speaker, Sir, This is very important because we are trying to create a level of order and good governance within out county governments, which will now enable us to contain the wage bill, which has been a big topic here this afternoon. If we can contain our wage bill, we can then push some of that money to development projects, which are important and which devolution actually envisaged. Devolution envisaged that the people in our counties should gain in terms of the social, cultural and economic outcomes."
