    "content": "Mr. Temporary Deputy Speaker, Sir, investors in those areas, even if they are local, because of the illegal guns in the hands of people, cannot invest. So, these areas are underdeveloped. One of the recommendations I expected is an affirmative action by the Government, not just through the counties, but it should put up structures in those areas. If it is growing of cotton, for example, the Ministry of Industrialization should be able to go to those areas and put up factories, so that people begin to settle there."
