    "content": "Public participation is a constitutional right. It has been raised in the Report by the residents of Narok County that no public participation was done. It is on page 1 of the attachment. It is clearly written that there was no public participation. We listened to Members of Parliament from Narok County, including the able County Women Representative of Narok, who stood and said that there was no public participation. We cannot be told of public participation where people met in a hotel and made a decision, the way counties pay people to purport to be involved in public participation."
