    "content": "Members of Parliament are also representatives of the people and having looked through the Report, the Committee Members have said that they did public participation. What is not clear is whether the military itself did public participation on the ground as an agency that is interested in that land. That is not clear. There should have been an attachment of the public participation and not just the Committee going to find out. We should have seen the military doing public participation with the community before going to acquire that land. That is not here in the Report, it is not attached and it is not tabled in this House."
