    "content": "The other point to note is that we are basing what we share in revenues in line with what is provided for in our Constitution. We have no business to fight with what is in black and white in the Constitution. The Constitution provides that we share revenue on the basis of projections. I do not know what wisdom informed that particular decision when we enacted this Constitution in 2010. This is because the reality of our country today is that in the last so many years, we have not been able to meet these revenue projections and the targets that we set out every year. In this last financial year that just ended, we had a huge shortfall.
