    "content": "law and created several institutions to manage that Budget, including the Budget Office that is under the Parliamentary Service Commission. It has also given us key pillars to be dealt with when we make the Budget. I want to make it very clear that one of the key pillars in the budget- making process, which is in law, is the element of equity, which does not mean that you divide equally what is available. The principal factor is equity. It means you divide taking into consideration what you need and what you have. So, there is no way you can say that the principle of equity will only apply when it comes to dividing what you have. Before you reach the principle of equity on what you have, you must ask yourself what we need as a country. That is the element that is missing out in the whole deliberations."
