    "content": "Another thing I want to make very clear is that there is nothing unconstitutional in giving counties Kshs310 billion. Nobody has broken the law. The Constitution provides for a minimum of 15 per cent of the last audited accounts. So, if we take the actual revenue for 2018/2019 Financial Year, 15 per cent could be less than Kshs310 billion. The Constitution provides for a minimum of 15 per cent of the last audited accounts; we are giving the counties close to 34 per cent when we allocate Kshs316.5 billion. So, when they go to the Supreme Court accusing us of breaking the law, there is no law we have broken. Nobody has violated the Constitution. The Constitution says in black and white that the counties are allocated not less than 15 per cent."
