    "content": " Thank you, Hon. Speaker for giving me this opportunity to add my voice to this debate. From the outset, I support this Division of Revenue (No. 2) Bill as published. My colleagues have said a lot in terms of what can be said about this Bill. I just want to fill a few gaps. I want to state some facts that cannot change. If you look at this Bill, Clause 5 says that, in cases of shortfalls in revenue collection, the national Government will take care of that shortfall.
