    "content": "I would want to request that the Committee to which this Statement will be committed should also look into what is happening in our counties because very few of our counties, if any, are observing the constitutional requirement that 30 per cent of staff in the counties come from outside the region where the county is situated. Most importantly, I know that when issues start coming up, there will be so much talk from different quarters, and especially from communities that could be over- represented in the Civil Service in terms of ethnic profiling. The Committee should have the courage to confront the facts as they are and bring the results of the investigations to this House for deliberation.
