"content": "Mr. Deputy Speaker, Sir, going to The Cancer Prevention and Control (Amendment) Bill (Senate Bills No.2 of 2019), I would like to congratulate my brother and Senator for Wajir County, Sen. (Dr.) Ali, for bringing this amendment. First of all, this is very timely, not only because Kenyans are dying of cancer, but also because it aligns the prevention and control of cancer to counties. The old Act just read as though we did not have devolution. Therefore, congratulations, Sen. (Dr.) Ali, for ensuring that you take our mandate, as the Senate, under Article 96, very seriously; and also for making sure that the laws of this country acknowledge the existence of devolution and the important role that devolution plays."
