From the beginning, on behalf of myself, my family and my constituency of 6.5 million persons with disability, I pass my condolences to the family of Hon. Ken Okoth and Hon. Joyce Laboso. I also join my colleagues in saying that we have to up our game in terms of dealing with this scourge of cancer. Keeping in mind that the mortality rate of cancer is more than 90 per cent, we have to think of a legislative framework that is more preventive than curative. We need to approach it like we did with HIV/AIDS in the early 1990s. It was declared a national disaster and instead of concentrating on the curative part of it, we concentrated on prevention. I am sure that if we concentrate on preventing cancer, we will eliminate this scourge. I send my sincere condolences to the families of Hon. Ken Okoth and Hon. Joyce Laboso. We are with you during this trying moment."
