"content": "Bills that he brought to this House. Hon. Ken Okoth was an astute leader and an articulate person in matters education. In fact, in the last Parliament we went on a benchmarking trip to the United States of America where we came up with ideas on having money to follow the child or what we call the National Education Management Information System (NEMIS) that the Ministry of Education has come up with. Hon. Joyce Laboso was our Deputy Speaker and she served with a lot of dedication and humility. Through her, this House gained a lot of knowledge in parliamentary practices even in the European Parliament and African Pacific Region."
