    "content": "Those who have spoken before me have said that the onset of the NPR helped in reducing insecurity which the citizens of the sub-counties were facing. We are now going back to where we began. Where there was no NPR. The people are now insecure because of the disarmament exercise the Government has embarked on. It is out of this that illegal bandits, cattle rustlers and illegal arm dealers are having a field day. The stationed police officers do not follow the bandits or cover the areas. Cattle rustlers have a field day and that is exactly the experience Hon. Lokiru and many of us are going through."
