The idea of having complementary security forces added to the regular police forces is good to begin with, but it was implemented in a bad way. The results have been catastrophic to the affected communities. Where I come from, the Government decided to hurriedly vet some civilians - and I doubt if there was any serious vetting at all - and gave them guns to fight each other.
