    "content": " Hon. Speaker, I want to thank the Chairman of the Select Committee on NG-CDF. The HANSARD and the House records will be used for many years. He needs to clarify two things. One, the meaning of the circular from the Head of the Public Service. Parliament is an independent institution and we do not get directives from the Head of Public Service. The Chair needs to clear that. He did it as if he was in Igembe North Constituency talking to his people. He said that the circular does not concern us, but that is not how you do it in the House. He should tell us the implications."
