    "content": "Orders recognise officers in the rank of Principal Secretary. However, I do not know whether the Cabinet Secretary can be said to be above a Principal Secretary because they are not recognised in law. The ruling would have been firmer in such a sense that it can only be a Cabinet Secretary or a Principal Secretary. The mess we have today is that we have people who are not recognised by law and they always appear on behalf of Cabinet Secretaries and they do not have the required facts."
