    "content": "Last year, we saw what happened with the proposal to increase taxes on fuel in this House. There was war in this Chamber. Do we add taxes on essential consumer goods, and for that matter, which goods? Even if we borrow the Kshs19.2 billion and give it to the counties, the debt will still be financed by the people of Kenya through taxes. Who is kidding here? This is not a game.
