Members, the issue that has been raised is a point of order raising a constitutional issue as to whether or not the Division of Revenue Bill (Senate Bill No.13 of 2019), which was due for Second Reading, should be proceeded with or not. Various Members who have spoken on this point - and I can understand their thrust – have said that this Bill should not be proceeded with. That is the constitutional issue that we would want to deal with alongside the practice and tradition as is well established within our jurisdiction. Hon. Wamalwa."
