    "content": "One of them is that, as we have heard from several Members, Chapter 12 of our Constitution, which is the chapter relating to finance gives an elaborate process on the application of public finance. In particular, the National Assembly plays a key and pivotal role in the allocation of revenue and grants to the national Government, the Judiciary and Parliament, through the Parliamentary Service Commission. The same House deals with the ways and means of raising revenue as we pointed out. Again, Hon. Members, as has been pointed out quite clearly by Hon. Kimunya and Hon. Makali, Article 93 of the Constitution that establishes Parliament says more specifically in Clause 2 that: “The National Assembly and the Senate shall perform their respective functions in accordance with this Constitution.”"
